A persistent footer on the panel and a repeat of it inside the click-a-polygon modal. Paired with the confidence badge and the 'Call to confirm before quoting' strip that appears whenever a rule is flagged needs_phone_verification and carries a phone number.

Why we built it
A permitting answer that reads as authoritative invites someone to skip the phone call. The module deliberately positions itself as the thing that tells you WHO to ring and WHAT to ask, not as the permit office.
