A warning card shown in place of an answer whenever the lookup resolves to a jurisdiction with no collected rule. It names the jurisdiction and instructs the rep to call the local building/zoning office, with the explicit line 'never assume "no permit."'
Also called: no permit data · unknown jurisdiction · call the building department
- 1permitByFips returns null when no current rule row exists
- 2The panel renders NotCollectedCard with the jurisdiction label the rep looked up
- 3The same card is used inside the click-a-polygon modal
- 4The state explainer says uncollected counties 'surface the local building/zoning office to call, never a guessed answer'
A wrong 'no permit' is worse than no answer — it is precisely the failure the whole module exists to stop (migration 091: 'so a job is never closed on a false "no permit" assumption'). The absence of data is therefore rendered as loudly as a red answer.
- A blank screen reads as 'no permit required'
- Silence about coverage lets a rep assume the software checked
