After a successful send with a job id, the project pipeline is advanced with an ordered_at badge and the evidence line 'Supplier order sent'. The card shows the badge; the column does not change.

Ordering and being IN the materials stage are different facts. Tying the column to the send would move projects on an action that has not yet cost anything or delivered anything; the badge records that the step happened without claiming the stage.
