It moves brand_pending to campaign_pending on approval, campaign_pending to live texting on verification, records failures with their reasons, starts the campaign subscription when fees actually begin, and notifies owners about failures once a day rather than once a tick.

Registration is several carrier steps with days of waiting between them, and each handoff was waiting on somebody noticing and pressing a button — which does not scale past a handful of builders and leaves texting switched off over a weekend. A scheduled job now polls every in-flight registration, creates the campaign when the brand clears, and turns texting on when the campaign verifies. One failure that is nobody's fault retries by itself, and the reminder to fix a real problem arrives once a day rather than every time the job runs.
