Being registered with the carriers' spam-analytics engines and actually showing up clean on a handset are two different things, and vendors routinely report the first as though it were the second. This registers every line so genuine calls stop being flagged. It is deliberately kept separate from what is reported as number health, which is only ever what has actually been observed on a real phone.
