What it is
A one-time rule at the moment the feature meets an account with history. All existing tiers are inserted with their notified timestamp already set, so the ladder shows complete and correct from day one without sending anything.

How it works
- 1If the account has no achievement rows at all, the run is treated as a first run.
- 2Every reached tier is inserted with notified_at already stamped.
- 3From the next run on, the highest new tier per category is emailed normally.
Why we built it
Commented in place: 'First run on an account: back-fill everything already earned QUIETLY — celebrating months-old numbers with eleven emails at once would read as noise, not gratitude.'
