On a county pick, the county's actual bounding box (read off the drawn polygon, plus a margin so border-crossing cities are included) is used to query TIGER places. Up to 24 are drawn, each assigned a colour from a distinct palette, and listed as clickable chips. Clicking a chip looks up that city's permitting directly by place GEOID.

A county answer is only half the picture when the county contains a dozen towns with their own rules. The legend caption states the doctrine on screen: 'Each colored outline on the map is a city. Click one for its permitting — city rules govern inside city limits; outside every city, the county rule applies.'
