Click handlers on the county, city and multi-city data layers. City features sit above county features by zIndex, so clicking inside a city opens the city and clicking county land outside every city opens the county. The modal shows the same answer card, or the not-collected card, and repeats the decision-support disclaimer.

- 1The clicked feature's GEOID decides the call: a 7-digit place GEOID or a 5-digit county GEOID

- 3The modal is portaled above everything so a transformed ancestor cannot clip it
- 4A stale response is discarded if the label changed while it was in flight
Once the borders are drawn, the map is the natural index — a rep comparing two adjacent jurisdictions should not have to go back to a dropdown. The zIndex ordering encodes the governance rule directly into the click target.
