It wears the opposite colour to the page — dark in light mode, light in dark mode — so it never disappears into the background. On phones the header button serves the same purpose, because that corner belongs to the message composer's Send button.

The moment you most need to report something is the moment a dialog is misbehaving — and the report button used to sit in the left navigation, behind that same dialog. So the one screen worth capturing was the one screen you could not capture: people closed the thing that was broken, lost the state, and filed a description from memory. The button now floats above every dialog in the app. It also wears the opposite colour of the page — dark on light, light on dark — after a spell as a pale disc on pale paper, invisible in exactly the corner it has to be found in.
