A per-message text switch. When it is on and the recipient has a phone number, the send fans out a companion SMS composed from that message's dedicated text wording. The text is fire-and-forget; the email is the record copy.

Customers read texts and let email sit, especially the short ones — your estimate is ready, the crew arrives Tuesday — so builders wanted these going out both ways. A text is not a free extra though: it costs money, it lands on a personal phone, and it was never something the customer agreed to when they handed over an email address. Any catalogued message can also go out as a text, written from its own text wording rather than a squeezed-down email, and it stays off until the account turns it on message by message.
