A single planning step every dispatcher runs. Customer-triggered events deliberately omit an actor — an estimate approved or a contract signed has no internal actor, so the whole subscribed team still hears about it.

- 3Task assignment enforces the same rule at its own level: assigning a task to yourself notifies nobody.
The comment names what happened when it lived in only one dispatcher: 'a builder who completed a stage still got their own "stage complete" email'. Stage automations run through notifyStageRecipients, which had neither this rule nor inbox collapse until they were extracted so 'a new dispatcher cannot forget them'.
