Carrier registration is four separate approvals with their own lifecycles sitting behind one button, and that button used to describe the tool rather than the situation — the same label meant "start", "fix your legal name" and "you are waiting on the carrier, go away" depending on state nobody could see. Builders pressed it, nothing appeared to happen, and they assumed the feature was broken. One derivation now turns those four approvals into a stage, a button label and a one-line reason, so the button says the thing that actually has to happen next and the status chip cannot contradict it.
