Migrating a live account is the single most destructive operation in the panel, so the wizard is built to make the dangerous branch loud: the wipe confirmation needs a typed phrase, a name and a signature, and the parent modal's Escape handler explicitly refuses to close while a nested layer is open — worst case named in the code as a 'mid-run wipe migration'.
