An overlay above the page asking for a first name, last name, email and cell, plus a password only if the proposal has one. Once per device for thirty days. The page underneath still renders server-side for speed, and the overlay blocks interaction until identified. Every open is recorded against the person, so the sales panel sees who read it and how often, not just that someone did.

Sending a proposal and hearing nothing back leaves you guessing whether it was opened once, read three times, or forwarded to a partner. A short gate asks for name, phone and email before the proposal opens — the same courtesy gate a builder's own estimate links use — and every open is recorded against that person, so you see who read it and how often rather than that someone did. The wording says exactly what it is: takes ten seconds, and it does not ask again on that device.
