Drag-reorder the customer estimate sections

The estimate page renders its section column in whatever order the builder saved, with new sections dropping into a sensible factory slot.

What it is

A saved ordered list of section ids on the org defaults, optionally overridden per estimate. Unknown ids are dropped and missing ids append in factory order. Two page-only blocks that never appear in the reorder UI, the attached plans and the services scope section, are spliced into their factory positions.

How it works
  1. 1Saved order is filtered against the canonical factory list
  2. 2Missing ids are appended in factory order
  3. 3The plans block anchors after builder notes; services anchors after the building specs
  4. 4The column then renders block-by-block in the merged order
Why we built it

Order is part of the argument a quote makes, and builders sell differently — some open with the model, some lead with the warranty and the reviews. Sections drag into whatever order the builder wants, and that order is what the customer sees. Services stay anchored directly after the building they belong to and ahead of the money, so an order saved before that section existed cannot push scope behind price.
