In the code: 'WHO governs is half the answer. "Permit required" sends a rep hunting; "Permit required · City of Columbia" tells them which office to ring, and whether this is a city or an unincorporated-county job — which is the difference between two completely different processes.' A shipped bug is recorded right there too: '⚠️ County jurisdiction names ALREADY read "Boone County" — appending " County" gave "Boone County County".'
