A type-ahead search over a static in-territory index of cities and counties, plus an always-present 'Search address' option that geocodes free text. Cities are suggested first, then counties, and counties that already have verified data are marked with a check.

A rep rarely has the same information twice: sometimes a full street address off a lead form, sometimes only 'somewhere out past Jamesport'. The code comment on the pin rule is explicit: 'A drop pin is ONLY for an exact address / pinpoint the user specified — never for a city or county selection (those get a border, not a pin).'
