Some builders and some jurisdictions want photo ID, proof of ownership or an insurance certificate before anyone breaks ground, and collecting those in a second round of emails after the form is what adds a week to a start date. They are uploaded in the same pass as the rest of the details. Which documents get asked for is the builder's choice, so a job that needs none never shows the section.
