Organizations.crew_stage_complete_open (migration 276) is false by default. canCompleteStages returns true for leaders, PMs and admins always, and for everyone else only when the builder has opened it. The checklist does not render for a member who cannot use it.

- 1GET/POST /api/settings/crew-stage-complete reads and writes the flag; reading is open to any member, writing is admin-only.
- 2The portal's single load call returns canComplete, so the checklist simply is not drawn for someone who cannot tick.
- 3The stage write route re-checks server-side and answers 'Only your crew leader can mark work complete.'
Marking a stage complete emails the customer, advances the schedule and starts the next stage's clock, so a wrong tap from a jobsite is a message the builder cannot unsend. By default only crew leaders can close a stage; a builder who trusts every man on his crew can open it up, and nobody has to touch the setting to use the field screen at all. Reading the checklist stays open to everyone, because a man who cannot tick a box should still be able to find out why.
