A single org switch, closed by default, deciding whether every crew member or only crew leaders may complete work from a crew link. Readable by any member so a person who can't tick a box can find out why; writable by admins.

Finishing a stage emails the customer, advances the job and starts the next stage's clock, so a wrong tap from the newest guy on the crew is a message the builder cannot unsend. By default only crew leaders can mark work complete. A builder who trusts his whole crew opens it up with one switch, and nobody has to open it to use the portal.
