The panel's gear menu hides the Academy for that person through a branded confirm dialog, with the hint about how to bring it back. Org-level Academy settings are read by any approved role and written by admins only, enforced server-side. A paused tour still shows its resume chip even for a user who hid the widget.

Being nudged to take a tutorial you have already taken is a small insult that makes an experienced user distrust everything else on the screen. Any user can hide the training widget for themselves, and an admin can turn it off for the whole company, neither of which requires a hunt through settings. A tour paused halfway stays reachable even after the widget is hidden, so turning it off never strands somebody mid-lesson.
